What is RSLDC ?

Rajasthan is the first State in India to establish a Mission on Livelihoods. In order to address the challenges of unemployment and ensuring gainful and sustainable employment to the youth of the state, Hon’ble Chief Minister created Rajasthan Mission on Livelihood (RMoL) in September 2004. The objective of creation of RMoL was to formulate appropriate and innovative strategies to promote and facilitate large scale livelihoods for the poor and vulnerable people of the state. Understanding the importance of skill development as a vehicle for enhancing employability of working population, RMoL was rechristened as Rajasthan Mission on Skill and Livelihoods in 2009-10.

RSLDC was incorporated as Section 25 Company, a Not for Profit company, on 17th August, 2010 with the Chief Secretary as the Chairman of the Company. As part of its major action, it established skill Training mechanism by involving more than 300 partner agencies to execute the training program across the State. In its journey of 7 years it has trained around 85,000 persons/youth by offering 97 courses in 34 sectors.

THE CHALLENGE

The State Governments are desirous of creating a software application to manage and monitor the imparting of skills to its citizens and government employees. The skills may be imported by training partners who have been appointed by the government. Candidates will directly enrol with the training partner in their region to get trained on their preferred skill.

The software application will be an online platform that will manage the enrolling of training partners, appointing of teachers, registering students.

The scheme provides for a management information system (MIS) to ensure transparency and skills exchange, which is developed with a view to monitor the progress of the scheme.

“The MIS is equipped with generation of customized report for various relevant indicators of the scheme at any given point of time. This will enable the users to generate dynamic reports as per the requirement,”

MIS also enables stakeholders such as training providers, certification agencies, banks, resource organizations to feed required information directly which can be accessed by urban local bodies and states.

Mapping of Trainees

• Centre-Head (CH) should map minimum 15 trainees to start the batch.

• CH can map additional 5 trainees in addition to approved batch strength till 5/7 days from batch start date in MIS.

Batch End date

• TP can edit the Batch end date only when the batch status is “Scheduled to be Started” or “Started”. Thereafter, only DM & ZC can edit end date.

Batch Start date

• The batch start date will be 16th day from the date of approval in MIS.

• TP can edit the batch start date only when the batch status is “Scheduled to be Started”. Once the batch starts.

All SDCs & batch details should be entered MIS

• Batch start & end dates of all batches entered in MIS should be reviewed & corrected on daily basis by TP.

Youth should be MIS on daily basis by Centre Head

• CH should map all registered trainees to approved batch at least 2 days before the batch start date & generate 9-digit ID from MIS.

Un-mapping of trainees

• TP can un-map the trainee till 5/7day from batch start date. Thereafter, only Zonal Co-ordinators (ZC) can un-map the trainees.
