ABOUT ( KSBCL )
The Government of Karnataka had initiated a set of reforms relating to the implementation of the Excise Policy in the year 2003 which broadly consists of reduction and rationalization of excise duty structure, simplification of procedures and establishment of a Government owned distribution Company for channelization of IML, Beer and Spirit in the State. One of the major offshoots of the above reforms was establishment of a Corporate Entity for achieving an efficient and transparent procurement & distribution mechanism and streamlining of collection of Excise duties/Fee/Taxes and thus enhancing the Revenue to the Government. Under the circumstances, the Government of Karnataka, vide, G.O.No FD PES 2003 Bangalore dated: 22 May’ 2003, issued Orders for establishment of Karnataka State Beverages Corporation to serve as a Sole channelizing Agency for IML, Beer and Spirit in the State of Karnataka and to ensure transparency and accountability and efficient management of Resources in the whole process.
THE CHALLENGE
KSBCL has 56 branch offices across this large state and 36 on-site depots at the distilleries of primary suppliers. The branch offices make sales and deliveries to retail shops, running into a few thousands. Transaction volumes tend to get high. The system is the main commercial transactions platform for KSBCL, the leadership realized early on that its success depended to a very large extent on computerizing entire operations.
The offline nature of the system without an RDBMS on the backend made day-to-day data management a challenge. The IT team found it difficult to meet the information needs of management and other stakeholders.

KSBL wanted to consolidate all operations into a single system with limited manual processes. This was one of the main goals of Axpert ERP’s decision to consolidate all operations into a single system with limited manual processes.
KSBCL wanted to enforce business rules and leave no room for deviation. Both goals were successfully achieved by the Axpert solution. KSBCL had already accepted supplier indentation using a third-party solution called Order for Supply [OFS]. These were then entered into the accounting system. Mail from the OFS system was seamlessly integrated into the online ERP using the Axpert Data Exchange component. Automated workflows keep the procurement process running smoothly.
KSBCL has opened up his ERP to allow retailers to book orders online. This put KSBCL employees at ease. The sales order process is also controlled by Axpert ERP’s automated workflow. An important customer-friendly measure implemented using ERP was the integration of customer payments (merchant) and automatic booking into the book. Although KSBCL did not offer an online payment option, we achieved the same result by pooling payment files from our payment bank via FTP and performing scheduled renewals.
